Unzip this file into the aircraft directory of FS2000, this should create all the folders and place everything in the proper place.

Next unxip the gauge.zip into gauges folder, Overwrite all files unless you have a lighted version of that gauge already.

After al the folders are in place, you'll have to decide whether to use the ACS-GPS panel or the Default GPS version. If you choose the default GPS then you are done. If you want the ACS-GPS version the rename the panel.cfg to Defaultpanel.cfg and then rename the ACSGPSpanel.cfg to panel.cfg. Use of this version requires that you have ACS-GPS ver 1.7 installed already.
